and Duties The Deputy Director, Office of Audit Services, is the Chief Audit Executive for Covered California. The Deputy Director, Office of Audit Services, reports to the Director, Program Integrity Division, and quarterly to the Covered California Audit Committee (Audit Committee). The Deputy Director, Office of Audit Services, administers all internal audit activities. In addition, the Deputy Director, Office of Audit Services, directs the external audit coordination services for Covered California; oversees the compliance and monitoring functions to meet federal and state mandates; and manages Audit Committee responsibilities. The Deputy Director, Office of Audit Services, is the policy decision leader responsible for developing, executing, and reporting on the results of the annual risk-based internal audit plan (Audit Plan), or the schedule of proposed internal audits, to Covered California's Audit Committee and to senior leadership. The Audit Plan prioritizes internal audits based on the level of financial, operational, and programmatic risks to Covered California. The Deputy Director, Office of Audit Services, develops and maintains policies (in accordance with applicable professional audit standards). Further, the Deputy Director, Office of Audit Services, leverages their business and audit technical experience to devise adequate policies and strategies for deploying audit resources. The Deputy Director, Office of Audit Services serves as a champion to foster diversity, equity, and inclusion while cultivating a positive team culture within the Office of Audit Services. The Deputy Director, Office of Audit Services, directs and oversees the operation of multiple units within the Office of Audit Services by identifying operational needs; analyzing resources, costs and incorporating them into corresponding audit engagement and compliance plans; translating audit strategy into actionable work requirements; setting policy in accordance with applicable professional auditing standards performance metrics; and measuring progress, guiding performance, and developing contingency plans accordingly. Duties may include access to information systems containing protected enrollee information, including federal income tax information, protected health information, and personally identifying information.

Working Conditions

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Covered California's current telework policy. While Covered California supports telework, in-person attendance may be required based on operational needs.   • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • BA/BS Degree in Accounting, Finance, Health Care, or closely related field.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Information Systems Auditor (CISA), Certified Government Auditing Professional (CGAP).
  • Minimum of 5 years of related leadership management experience, preferably in health care program auditing, internal auditing, or public accounting.
  • Strong leadership and management skills with a demonstrated ability to train, mentor and evaluate high-level team members to meet strategic goals.
  • Experience establishing positive relationships with diverse groups of internal and external stakeholders to foster 2-way open communication, build trust, and influence key dialogue.
  • Demonstrated experience with strategic planning and management of internal and external audits, compliance reviews, and risk management by working collaboratively with internal stakeholders and external federal and/or state control agencies.
  • Demonstrated commitment in valuing diversity and contributing to an inclusive working and learning environment.
  • Strong political acumen skills with proven ability to work effectively with stakeholders - specifically, Executive Leadership, Board of Directors, and the Audit Committee.

The Statement of Qualifications (SOQ) serves as the CEA Examination; no additional examination needs to be completed via CalCareers. The Statement of Qualifications (SOQ) must specifically address the desirable qualifications listed below. When responding to these items, applicants must follow these guidelines:
